Mobs that are named using the name tag never despawn in the world, similar to tamed mobs. The exceptions are wandering traders or if the mob is hostile and the difficulty is switched to "Peaceful", causing any hostile mobs or any named hostile mobs to despawn immediately.

On the contrary, some people opined that having name tags is all that can keep your villager away from despawning . There are various updates in Minecraft Vanilla Edition. You won’t see your villager despawning there in the absence of name tags. So, name tags are not mandatory to stop your villagers from despawning in the Minecraft world.
When you cure it has its desired trade block and a new bed (craft a new one, not one that has been used. Same thing with the trade block.) Then you can mine it and reroll the desired trades you want. Try zombie villagers, they don't have a set trade like the converted ones. Zombie villagers that spawn (aren't converted to zombies) can be cured
It is not really a bug as both parts of the program do what they are intented to do. The nametag gives a name and causes the mob to not despawn and the peacefull setting removes all hostile mobs which includes the ones with nametags . (Removing is technically different from despawning).
falling_block can also reach the maximum lifetime if given the NoGravity tag. falling_block can be used to summon multiple blocks using the 'Passengers' NBT. Summoning multiple command blocks is the way you make 'one block commands'. The NBT tag {NoGravity:1} allows the falling block not to be falling. Example uses [] Create ghost blocks.

If you can get them to pick up an item, they will not despawn, otherwise you'll have to name-tag them.
